Using SYL-3615 to control kamado in cold weather

I use a SYL-3615 to control my kamado cooker, a Primo XL 400.  When the weather is nice, it works perfectly.  However, it gets cold where I live, and I like to cook outdoors year round.  I have a recurring problem when using the controller in cold weather.

What happens is that when the air is very cold, say 0  degrees Fahrenheit, the fan kicks on and sends a blast of very cold air into the cooker.  This actually cools the cooker down for a bit, so the fan blows even harder, which pulls in even more cold air, which makes the cooker even colder.  This repeats, with the cooker temperature dropping and the fan blowing harder and harder until eventually the charcoal becomes a ranging inferno and the temperature shoots up spectacularly.  The cooker then overshoots the target temperature by a massive amount, and the fan shuts off completely.  Sometimes, the temperature overshoots so far that the fan stays shut down for so long that the fire goes out completely and the whole cooker shuts down.
